Position Statements:

It's the people fault because they are careless, ignorant, and are unaware of their surroundings.

It's the location's fault because of the lack of having signs and boundaries. Also mother nature can suddenly injure or kill people in an instant.

It's the government's fault because of the lack of funding for signs and up keeping the place. The government also isn't notifying the public about dangerous sight seeing spots.
